No, Top40 Charts isn't outsourced to India, (yet!!! ;))
We are trying to fix this problem, with the 'clock time'. It isn't fault from the server, or something usual, so we 'll wait the 'guides' by vBulletin team for this. Probably next week (I suppose after holiday season) the problem with your 'time' will be fixed. I am praying next time your clock apperence wiil not has any relation with... North Korea time zone! :D

our default forum time has been set correctly with the gmt timezone

you can change your timezone setting to see the time based on your location in your options page
