President Kenyatta appoints CS Matiang'i as lead in National government projects

Dr. Fred Okong'o Matiang'i is officially the most powerful Cabinet Secretary in Kenya. So much so that the question begs, is he the unofficial Prime Minister? President Uhuru Kenyatta has issued an executive order that fully makes the interior cabinet secretary the chair of the cabinet committee in charge of the implementation and communication of the National Government Development programmes.
