In a small saucepan, add the sugar and water and bring to a gentle boil. Cook the sugar and water just long enough to melt the sugar. Place the ice cubes in a large bowl, add the hot sugar and water mixture and stir until most of the ice cubes have melted. Add the lemon juice and zest. Place the mixture in the fridge for 1 hour. After the mixture has chilled for an hour, place it in the baking pan that's been in the freezer. Pop it in the freezer for 45 minutes. With a fork, mix up the mixture to brake up any pieces that have frozen. Pop it back in the freezer and every 45 minutes, mix it with a fork to make sure the mixture doesn't freeze in one big block. Repeat the fork method every 45 minutes for 4 hours. Serve Immediately! Tools Used: a small sauce pan, a bowl, a whisk, a baking pan, a fork.
